The
Koronadal Valley located at the Northeast of Cotabato Province that
extends towards Liguasan marsh in the North and towards Lagao Settlement
in the East, had been opened for settlement under the National Land Settlement
Administration (NLSA) for almost a year until the end of December of 1940.
The continued arrival of settlers from Luzon and Visayas in the first and second quarter of the year 1941 spurred General Paulino Santos, NLSA General Manager, to propose for the opening of the already-surveyed Allah Valley area that will be composed of two didtricts namely; the Banga and the Norala Settlement Districts.
Secretary of interior Rafael Alunan, Sr. who id at the same time the Chairman of the Board of the NLSA despite his rejection of the opening of these proposed districts for lack of funds, could not do otherwise but to signal for the commencement of the settlement works for Allah Valley due to the insistence of the settlers.
On JAnuary 15, 1941 the first pace of the 18th Banga settlers' footsteps commenced. It started from Koronadal NLSA Administration building towards the Roxas Mountain Range in the South.
On March 4, 1941 ,these settlers with the NLSA oversees Florderico Loreta and Assisistant Oversees Agustin Cudilla, reached the elevated river bank terrain of Banga and constructed their bunkhouse somewhere at Barangay El Nonok (historical mark was officialy implanted in the specific area).
The overseers conducted the first drawing of lots for the farm holding of the settlers of the now Barangay San Vicente and werefollowed with several lotteries on the succeeding barrios of Banga Settlement District.
It was on april 9, 1941 that the settlers of Barrio one (Bo.1) have to draw their vlots so that a farm holding equivalent to 8 hectars for each of them who participated.There were only few of them could be awarded. There were only few of them who participated in the draw but sooner within a yewr through personal claims and participations of the vacant lots almost the rntire area of the fertile domain of Barrio One were occupied.
This was the beginning of the settlement. The record reveals that there were originally 57 First Batch Settlers, namely:

At their stay in this barrio, they were supplied with farm equipment, tools, foods, clothing, medicines, beddings and other important household commodities by the NLSA management through advances subject for liquidation but were later condoned.
While staying in this watery and fertile plains,the settlers have had discovered B"lan inhabitants in the area headed by their cheiftains Datu Madunal and Datu Balonto. Their decendants were asked of the name of the place but gestured to "Lam" a creek which is a body of water.
The settlers observed that the creek runs deep, serene, tranquil and so calm that many of them describe it in their "Hiligayon" tongue "Maliwanay". And from thet asy onward, they christened this place "LIWANAY" as it is being officially called now.
Meanwhile on December 15, 1941 it reached the attention of the settlers through official information from the NLSA and radio broadcast that the war broke out in the pacific.
Some settlers return to their home provinces and others preferred to stay in the settlement. There were settlers who entered in the resistance movement under Captain Silveriano Javellosa of the 8th PC Company constituting the "Ala Regiment" who established their camps at Kanahay (Campu Uno) and somewhere at the lowland of Lakonon (Campo Dos).
After the liberation, resettlement works was resumed in year 1946 and in July 1948 Barrio One was economically benefited with the entrance of an economic propellant, the Rice and Corn Production Administration and National Development Company (RCPA-NDC) having this settlement involved in the massive production of rice and corn and employment opportunities were opened for the settlers and the immediate members of their families.
Furthermore, the nearness of the "Compound or Depot' of NDC machineries contributed to the populated expansions of territory Southward.
Another neconomic booster which id the Land Settlement Development Corporation also entered the scene in 1950. This consequently contributed to the progress of Liwanay for it has embarked numerous agricultural project in its vast territorial domain.
It was noted that in the succeeding years from 1950's the entrance of migrants from North of the Philippines continue the flock. There are late comers such as HUKBALAHAPS, and Sacadas who ventured to do tenancy works among the settlers who graciously accommodated them.
The final survey by the International Cooperation Administration(ICA) and the transformtion of the road that dissect this barrio into all other provinces, cities and municipalities in the entirely of the Southern Mindanao.
Through the effort of the first and succeeding barrios officials, Liwanay local government administrative capabilitieds were enhanced.
These barrio officials carved this locality into what it is now, they were;
Salvador Celebrado who was the pre-wa first barrio liutenant and followed in succession of Pesro Basco, Alfredo Quimsing, Rodrigo Tonogbanua, Jose Morenes, Vicente Fresco, Richardo Sancho, Jr.
Later the nomenclature of the barrio cheif excutive was change from "Tiniente del barrio" to Barangray Captain, hence Antonio Celis, Sr., Ynecitas Paciente, Francisco Arana, Fernando Catro, Daniel Jarloc, Ricardo Discaya, Daniel Jarloc and the present Punong Barangay Mariano A. Punla Followed in the order.
Liwanay at present has 4 puroks and 8 sitios inhabited by people comong from various places of the Philippines. It has grown into a populated barrio with government facilities necessary in its development efforts and endeavors.
The descendants of the settlers has formed an association in their honor named as the "Kaliwat sing Liwanay first Batch Settlers" acronym KASILFIBAS who heeds in pushing the gear of development of this locality that their forebears have initiated.

Brgy. Capt. Jimmy Sancho, known as the 15th Brgy Captain of Barangay Liwanay from the year 1941.As the present brgy. Capt. Mr. Sancho gives lots of improvment to the barangay such as the repairing of the office building in the year 2011,the concreting of canal last 2012, the BNS office and fencing of the senior citizens office building just this year 2013.
